im a musketeer at level 22 and i havent met el toro yet im looking for the dixie chicks but it wont let me into castillo sapo to get the dixie chick.?? please tell me what i have to do to get into castillo sapo????

Follow the Main Quests and you will get the quest to enter Castillo Sapo. That's when you can enter and, after that, yo can search for the Dixie Chick.

You have to meet El Toro, just continue with the main quest and you'll get there.
