I am wondering if this item is banned completely or just banned from PVP?
Is it still possible too get the jacket and Blood Flames?

The jacket is fully functional in normal game play. The Tower of Moo Manchu trembles every time it sees someone wearing it as they step up to it's door.

The ban is only for Ranked PVP, you can still use it in practice PVP and in PVE.
