This is the 50th level privateer ability, and the description simply reads "increased accuracy". The two lower accuracy boosts give specific percentages... just curious why this one doesn't and whether it's worth training, since we already have two. (Not sure if it's a good idea to have 3 accuracy boosts taking up valuable real estate in the power bar).
