Level 10 Gear!

My pirate is level 10 now and still running around with level 5 gear... How is this possible? I have been to the shops in every port the quests have taken me to up to this point, and no one is selling anything higher than 5. Where is it?

I completely know what you mean. I checked Puter Mico, but there is nothing. Because of the other comment I will check scrimshaw though.
