Tower Shield Doubloon and Charming Gaze

How do these two powers - Tower Shield Doubloon and Charming Gaze - work? Tower Shield is immunity, however, why can't we pick who to use it on? And with Charming Gaze, does it only trigger on the first power/attack? Thanks for reading, I hope you can answer my questions soon.
