Able to purchase blast of discord at level 58

I went to get my level 67 ability for my privateer and noticed blast of discord is purchasable at level 58. Is this a bug?

Yeah i saw that too, but they changed it to lvl 70

And you couldn't get it at lvl 58 when that happened because you had to have Dress the Line which you get at lvl 65

That's why it was a bug.
