Zhayu Tower Quest in Mooshu

Is anyone ekse having a problem completing this quest. It won't let me into the tower/ My arrow just has a question mark. I have completed all the three requirements to get in. I just can't.

I'd like to know when this quest can be finished, like everyone else I could not get into the dungeon.
