I've completed the "Emperor Moo" quest, but didn't receive "Mooshu Savior" badge along with the Celestial Dragon, what do I do

I believe you also have to have completed your companion promotions in MooShu - depending on your class, that might be Kan Po or Egg Shen or whoever. Also, you might want to check on the promotion for your Kraken Skulls companion, Mormo or Emmett, etc.

Looking at Pirate101 Wiki (it's pretty far down the page), it looks like you need to complete some Companion Promotion Quests.
