Admiral's Wheel, Inspiration

I posted this in the Ship Yard forums but thought I re post it here too.

I received the Admiral's Wheel and the Commodore's Wheel from fighting the new ship bosses in Mooshu. They give "Inspiration" that repairs (heals) for 30% on a 42 second cool down.
The problem is that after waiting 42 seconds (Longest cool down for ship equipment)
the actual heal doesn't repair my ship for another 3 to 4 seconds. I know it doesn't sound like much but that lag in timing has sunk my ship a few times.

My question is, is this working as intended or is it a bug?
