Flying-ish NPCs

So anyway I was going through Marleybone and all of sudden I see the transportalor guy flying across Barkeley Square. He just moved at random. I was like WTR(What the Ratbeard)! And then it happened again in Nova Aquila! Some random guy started moving toward nowhere. KI could you fix this bug it is really creeping me out.
