I can't get Burst Fire 3 anymore! :(

When I reset Bonnie Anne, and went to Burst Fire 2, Burst Fire 3 won't show up as an option! I was able to get Burst Fire 3 when she had her 3rd promotion, but how come not when I reset her? I'm thinking that this was an overlooked bug.

They removed Burst Fire 3 from Annie after the update. They've removed many talents like that from some companions to prevent overkilling I'm assuming.
