Getting the fusilier powder is giving me a headache. I have tried to sink tons of ships and haven't gotten to it. I need help! Please!

Make sure you are sinking Armada Ships in Hamamitsu Skyway in MooShu (might be called Stormgate to Skull Island by mistake). I didn't have any trouble getting mine.
