Tiers?

I have all the Teir badges but what confuses me is that they say promote X companion to Teir 2/1 (for El Toro), so does that make the Tier that we get them in is Tier 0 (i.e. Ratbeard as a Rat Officer is Tier 0, him as a Rat Commander is Tier 1, and him as a Rat Captain is Tier 2)?
