When do you get Samocles?

I have a question (higher levels only) when do you get Samocles? I believe he is the next companion after cat beard. Also is it a side quest or a main one, and what level do you have to be?

samocles is a side quest companion who is rewarded to swashbucklers after a series of quests started off by pixelles in nova Aquila you might already be maxed level because it appears during your quest to help the sirens
