NPC floating off

I have seen this from skull island now it's happening in cool ranch. Everytime I go some where some random NPC would walk away or float off.I seen it from chicken miner,blind mew,The port regal ship part's vendor, and clucky johnson.I also seen it from some more people but can't remember there name.

I can't tell you how many times I see this happening a day. That girl in CR who looks like Selena Gomez glided across the ground then dropped off the side off the island.
