Two Stormgates to Aquila in Valencia?

I have two characters that are in Valencia (first character is in part one and the other is in part two) and I noticed that there is a stormgate to Aquila in both Calabria skyway and Aragon skyway. Is this intentional?

As a side note, I have tried using the one from Calabria to Aquila and that worked fine, but not from Aquila to there. I have not tried going through the one in Aragon.

I don't think this is a bug

By looking at some of the concept art that you can purchase in the game for Aquila, seeing those pictures leads me to believe Aquila has another skyway somewhere we cannot access
