Something Wizard101 has been doing the last year or so I like which think could be done in Pirate without requiring a lot of programming time is offering "super" versions of older card packs - that is, the same packs but with significantly increased probabilities of any pack containing the most popular "chase" cards (to borrow a phrase from CCGs). I cannot speak for everyone, but I would certainly be willing to spend some of my carefully hoarded crowns - and maybe invest in some more - if super versions of packs with crews were on offer in Pirate101.
