Where to find the supreme commanders mantle?

I would like to know where the supreme commanders mantle is dropped, I really like the look of it please.

Speculation is that it could drop anywhere in the second part of Valencia. Also, it does appear to be auctionable, so you could conceivably find one in the Bazaar.
