Level 80 nautical?

So I noticed there's a badge for getting to nautical level 80, but I can't reach this, anyone know why it's there? Is it kind of like, foreshadowing or can you get to nautical level 80 and I haven't noticed?

During the first hiatus (before VA2), there was a badge for nautical 70. This is just for when (if?) we get a new story line.
