Can anyone explain Why it is so hard to get spell power doubloons ?

Everything else you can name i have piles of.

So for example in the last 25 full runs thru the MOO Tower i have not gotten a single spell power
- and yes i am using a witch doctor

Doubloon drops don't depend on your class. That Spell Power doubloon is just rare.
