Allow Us To See Others Gear

I've noticed that every time a friend or an individual leaves the area, their gear hides as well. Is this intentional? If not, please allow gear to be shown even when someone is not in the area, or online.

Do you mean when they are off-line and you are on-line and looking at their avatar from your friends list?
