Do you need to be 70 to receive 70 gear/weapons from packs?

im returning to the game after 8-9 years and starting to build properly. im doing a solo musketeer run (currently level 25) and currently have:
- overwatch 2 (secret trainer + santa rana)
- crit mastery 3 (onyx items)
+ all other epics at 1
everyone is recommending i use darkmoor deathsplitter to help reach ow5 but its a 70 item from the ashes pack. i dont want to pull a bunch of packs if i have 0% chance of getting it since im not maxed

im most likely going to shoot for ow3 and dt3 so i can have a bit of a balance since im soloing everything but want to get opinions and more info before i commit to it
