Level 0 ships?

So in Calambria skyway, I found some level 0 Armada ships by the stormgate to Marleybone. Are they supposed to be there, is it a bug, or are they part of a quest I haven't seen yet? I haven't gotten very far questwise there, so I'm not sure.

Edit: I should also probably add that they're not something I encountered once, they respawn as level 0 ships, as well.
