Practice Point Reset Bug

So, I recently re-specced my level 62 Musketeer.

I'm currently attempting to grab Pirate 1 and 2 from Morgan Lafitte, but according to the training GUI popup, I do not have Tough rank 1 or Tough rank 2, when in fact I have Tough rank 1 AND 2 in my 'My Talents' Page.

Any thoughts?
